  Description   The Compensation & Benefits manager directs the day-to-day operations of the Compensation and Benefits functions and assists with the development, design and administration of Compensation and Benefit Programs, while ensuring regulatory compliance. Responsible for management of personnel assigned to compensation and benefits. ESSENTIAL JOB FUNCTIONS: (Responsibilities, Accountabilities, and Competencies; May not include all duties of this job) A. JOB DUTIES: 1. BENEFITS PROGRAM MANAGEMENT: Assists with the development of benefit programs and makes recommendations to management regarding benefit programs. Implements benefits programs that support the strategic goals. Ensures cost effective interaction and market competitiveness of all benefits such as health/dental insurance, vacation, sick leave, holiday, long and short-term disability and retirement and other benefit programs. 2. COMPENSATION PROGRAM MANAGEMENT: Assists with the development of compensation programs and makes recommendations to management regarding compensation programs. Implements compensation programs that support the strategic goals. Directs compensation programs including incentive and bonus plans for both nonexempt and exempt employees. Ensures completion of job analysis, salary surveys, and salary structure formulation by compensation staff. Provides guidance to staff on salary administration. 3. PERSONNEL MANAGEMENT: Directs the activities of exempt and non-exempt staff in support of the benefit and compensation. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Oversees performance management for assigned staff. Particpates in interviewing, hiring, disciplining, and training employees. Plans, directs, and oversees daily work-flow and assignments. Sets priorities for staff. 4. FINANCIAL MANAGEMENT: Responsible for maintaining/reducing department budget expenses and staff overtime. 5. PROJECT MANAGEMENT: Acts a project manager for assigned projects. 6. Implement care/services that recognize age/diversity specific needs/issues of customers served. 7. Performs other related duties as required. B. ESSENTIAL JOB QUALIFICATIONS: (Any equivalent Combination of Knowledge, Skills, Abilities, Education, and Experience) 1. Education: Bachelor’s of Human Resources or related field; or eight years of experience and/or training; or equivalent combination of education and training. 2. Experience: Five years of progressively responsible professional level human resource experience. Supervisory and/or management experience preferred. 3. Licensure/Certification: Certified Professional of Human Resources (PHR) or Senior Professional of Human Resources (SPHR) preferred. 4. Other Qualifications: Must have knowledge of Word Processing software; spreadsheet software; and database software. Must have ability to read, analyze and interpret data. Must be able to communicate effectively at all levels of the organization. 5. Attendance: Regular attendance is a requirement of this position. 6. English Language: Must be able to read, write, and speakEnglish.
